【摘要】:Becauseofconcernsforsafetyandtheprotectionofnuclearmaterialsfromtheft,stringentspecificationsareplacedonchemicalprocessesandthechemicalandphysicalpropertiesofnuclearmaterials.Strictrequirementsforthecontrolandaccountabilityofnuclearmaterialsareimposedontheusersofthosematerials.Therefore,whenanalysesaremadebyalaboratorytosupportaprojectsuchasthefabricationofnuclearfuelmaterials,variousperformancerequirementsmaybeimposedonthelaboratory.Onesuchrequirementisoftentheuseofqualifiedmethods.Theirusegivesgreaterassurancethatthedataproducedwillbesatisfactoryfortheintendeduseofthosedata.Aqualifiedmethodwillhelpassurethatthedataproducedwillbecomparabletodataproducedbythesamequalifiedmethodinotherlaboratories.Thisguideprovidesguidanceforqualifyingmeasurementmethodsandformaintainingqualification.Eventhoughallpracticeswouldbeusedformostqualificationprograms,theremaybesituationsinwhichonlyaselectedportionwouldberequired.Careshouldbetaken,however,thattheeffectivenessofqualificationisnotreducedwhenapplyingthesepracticesselectively.Therecommendedpracticesinthisguidearegeneric;basedonthesepractices,specificactionsshouldbedevelopedtoestablishaqualificationprogram.1.1Thisguideprovidesguidanceforselecting,validating,andqualifyingmeasurementmethodswhenqualificationisrequiredforaspecificprogram.Therecommendedpracticespresentedinthisguideprovideamajorpartofaqualityassuranceprogramforthelaboratorydata(seeFig.1).Qualificationhelpstoassurethatthedataproducedwillmeetestablishedrequirements.1.2TheactivitiesintendedtoassurethequalityofanalyticallaboratorymeasurementdataarediagrammedinFig.1.Discussionandguidancerelatedtosomeoftheseactivitiesappearinthefollowingsections:
